Chandigarh, March 27:- The Municipal Corporation Chandigarh clarified about the bookings of Community Centres done prior to the enforcement of Model Code of Conduct, that the permissions are valid subject to the compliance of the directions.
In an order issued by Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation Chandigarh it has been further clarified that any violation of the directions shall be viewed seriously and the organizers shall be fully responsible for such violations and that MC Chandigarh shall bear no responsibility for the violations of MCC, if found during these events and full responsibility shall be borne by the organizers of these events, says the order.
She further said that however, during Model Code of Conduct, regarding meetings by organizations such as Resident Welfare Associations (RWA) in Community Centres, Janj Ghars, Rani Laxmi Bai Mahila Bhawan etc. under the control of MC Chandigarh, following directions of the Election Commission of India dated 02.01.2024 shall have to be implemented:
· Even casual meeting by the members of political parties inside these Community Centres, Janj Ghars, Rani Laxmi Bai Mahila Bhawan etc. are not permitted and any violation shall be deemed to be a violation of the MCC for which the organizer shall bear full responsibility.
· The restrictions regarding the number of vehicles inside the premise during MCC should be meticulously followed by the organizers.
· No booking shall be for period more than 48 hours.
· No political campaign of whatsoever type is allowed inside these premises.
· A written intimation along with undertaking to abide by the MCC should be submitted to the MC Chandigarh as well as the office of Returning Officer/Assistant Returning Officer, Chandigarh Parliamentary Constituency prior to the function.
· After enforcement of MCC, no free booking shall be done on the recommendations of any political functionaries including area councilors. However, it is clarified that subject to the compliance of MCC booking done prior to enforcement of MCC are permitted.
